National Union of Women with Disabilities of Uganda (NUWODU) is an indigenous, umbrella and woman –led Disabled Peoples Organization formed in 1999 with the overall purpose of bringing together women and girls with all categories of disabilities to advance, promote, defend and advocate for the rights, equality, inclusion and empowerment. NUWODU works across various development programs and advocacy efforts to ensure the inclusion of women and girls with disabilities in all spheres of life.

Mission: To promote effective inclusion and equal participation of girls and women with disabilities in all aspects of life.
NUWODU is seeking to recruit a dynamic, energetic, strategic and results-driven woman with a disability aged 35–50 years to take up the position of Executive Secretary.

Reports to: Board of Directors
Supervises: Programs Manager and Finance & Administration Manager
Main Functions
The Executive Secretary will;
1) Be the head of Secretariat who shall oversee the daily running of the Organization;
2) Provide overall leadership, strategic direction and organizational oversight on policy matters and development, partnership building, resource mobilization and advocates for mainstreaming key Disability and Gender issues at national and international levels; and
3) Be the chief accounting officer of the organization and shall ensure financial procedures and systems are adhered to.
Roles and Responsibilities
Manage strategic planning, development and program:
- Lead the design, planning, formulation and development of the organization’s Strategic plan
- Champion organization’s growth and institutional sustainability.
- Oversee program strategy and impact, ensuring alignment with national and global disability and gender equality frameworks and in compliance with the government policies.
- Provide advice to the Board of Directors and Senior Management on strategy, direction and program/project planning.
- Ensure results based and rights based programm
- Lead the monitoring of the results-based management approach to program planning and design.
- Guide the Board of Directors on technical and policy matters, and support them in governance, strategic direction and policy formulation.
- Implement Decisions of the Board in accordance with the laws and policies of NUW
Manage the Office:
- Provide visionary leadership and ensure the implementation of NUWODU’s strategic plan, vision, and mission.
- Lead the office in the delivery of operational goals; Finalize the annual work plan and budget; and oversee the implementation, including providing direction, guidance and technical support;
- Oversee and approve program work plans and monitor the overall progress and ensure compliance
- Manage the audit process and ensure timely responses to audit reports
- Manage the performance of staff under her supervision; provide managerial direction, guidance and leadership to staff and provide performance feedback and coaching to staff under supervision.
- Provide inspirational leadership and ensure effective performance management, mentorship, and teamwork among staff.
Advocacy and Representation:
- Represent NUWODU at National, Regional and International
- Participate in policy dialogue; discuss policy initiatives, present policy papers/ideas on inclusion of women and girls with Disabilit
- Build relations and partnerships with government, donors and other organizations to strengthen NUWODU’s advocacy work for gender equality and women’s empowerment to ensure Issues of Girls and Women with Disabilities are mainstream in the mainstream development, women rights and disability rights movements.
Resource Mobilization and Partnership Development:
- Spearhead resource mobilization strategies and develop proposals.
- Establish and maintain relationships with donors, partners, stakeholders;
- Provide strategic financial stewardship and ensure accountability, efficiency and effectiveness.
- Finalize donor reports and negotiate and/or approve cost-sharing agreements with donors; Establish reporting accountability framework to ensure that donors are duly informed on a timely ba
Knowledge management, innovation and capacity building:
- Develop and implement innovations and best practices in NUWODU
- Promote institutional learning, innovation, and knowledge sharing.
- Foster capacity building for staff and ensure the organization’s best practices are followed.

Educational Qualifications
- Master’s Degree in Gender Studies, Human Rights, Development Studies, Human Resource Management, Social Policy, Public Administration or related field from a recognized institution.
- Bachelor’s Degree in any of the above courses from a recognized institution.
- Additional trainings in Project Planning & Management, Strategic Leadership or Resource Mobilization is a strong advantage.
Experience
- At least 5 years of experience at a senior management level in a reputable NGO or similar sector supporting vulnerable groups, with a focus on gender, disability and women’s empowerment.
- Demonstrated experience in:
- Strategic planning and organizational development.
- Resource mobilization and donor engagement.
- Policy advocacy and stakeholder collaboration.
- Financial oversight, budgeting, and compliance.
- Human resource management and performance supervision.
- Networking and building partnerships with government and development partners.

Job Purpose
To support the implementation of disability advocacy initiatives ensuring alignment with NUWODU’s strategic direction and policies.
Job Summary
The Program Assistant is responsible for the day-to-day direct implementation of field activities as shall be assigned by the Programme Officer, in line with the program activities and organizational policies.
Main Tasks and Responsibilities.
- Project Planning and implementation
- Support in the planning and implementation of project activities.
- Develop periodic work plans, budgets, concept notes for activity implementation and report writing.
- Conduct training for PWDS on human rights and Advocacy in Nebbi and Pakwach
- Mobilize and oversee the process of forming disability structures in the parishes and sub counties of Nebbi and Pakwach.
- Mobilize and form associations of Girls and Women with disabilities in Nebbi and Pakwach districts to empower them to advocate for their rights and inclusion.
- Support training for Executive Committees of District Associations and Sub-County Associations on disability inclusion, good governance and Advocacy.
- Identify, coordinate the training of disability champions on inclusive disability approaches and advocacy including sign language interpretation and care taking.
- Supervise and work with disability champions to advocate and follow up on key disability issues with the local service providers.
- Document lessons learnt and success stories to facilitate learning
- Write and submit activity and quarterly narrative reports to the supervisor.
- Collect and share relevant project information and data in accordance with the project M&E framework.
- Ensure timely submission of project accountabilities.
- Make appropriate arrangements and prepare logistics for meetings and trainings.
Education and experience
Academic qualifications:
- Bachelor’s degree in human Rights, Law, Disability Studies or other related discipline in Humanities.
- A postgraduate diploma in project planning and management, human Rights and ethics will be an added advantage.
Industry experience
- Minimum of 2-3 years of experience in project implementation, preferably in disability rights, community development, or advocacy programming.
- Knowledge of national and international instruments like; 1995 constitution of Uganda as amended and UNCRPD and implementation of disability inclusion in community development programs.
- knowledge of national policies that guard against abuse of rights of Persons with Disabilities.
- Must have experience in coordinating activities at the lower Local Government and ready to work in the West Nile region.
- Applicants should be fluent in the local languages and ready to reside in the respective districts of West Nile region – Nebbi and Pakwach.
